Volunteer Outdoor Ice Rink

Note:  Ice rinks cannot be located on the turf of a sports field


 

Program Criteria and Eligibility


1. Neighbourhood ice rink applications are accepted from October 1st to December 1st of each year. The City of Woodstock will evaluate the applications on a first come, first serve basis.

2. The application must include a minimum of two (2) residents who live in the surrounding area and who are committed to maintaining the ice rink throughout the winter season. There must be one primary contact person.

3. Participating residents must:

be over the age of 18;
be from different addresses;
notify the City if any resident stops participating on the neighbourhood team for any reason;
make the ice rink at the beginning of the winter season;
oprovide maintenance of the ice rink throughout the winter season, such as snow clearing and flooding;
provide snow shovels to clear the ice rink; and
ensure community use of the ice rink within City guidelines.

4. The City’s approval of the requested ice rink site is subject to availability of:

a suitable on-site water source; and
a suitable site in the park. Typically, a site would be no larger than 48’x80’.

5. City staff support will be limited to the installation of perimeter boards and the supply of necessary hoses.

6. Neighbourhood ice rinks are open to all City of Woodstock residents free of charge. 

 

Terms and Conditions


1. I understand that this program is a neighbourhood-based program with limited support from the City of
Woodstock.

2. I understand and agree that the ice rink must be made available for community use at no charge.

3. I agree to read and comply with any materials that may be provided by the City regarding the maintenance and operation of the ice rink.

4. I agree to make the ice rink at the beginning of the winter season and to provide maintenance of the ice rink throughout the winter season, such as snow clearing and flooding.

5. I agree to maintain reasonable litter and garbage control at the ice rink site.

6. I understand and agree that vehicle or portable lights and generators are not allowed at the ice rink site and that driving in the park is not allowed.

7. I agree to maintain an open emergency access route to and from the ice rink site.

8. I agree to promptly notify the City of any accidents or incidents that occur at the ice rink site.

9. I understand and agree that I will not be compensated or reimbursed by the City for my time, efforts or provision of any equipment in connection with this neighbourhood ice rink program.

10. I agree to comply with: (a) federal and provincial laws and regulations; (b) municipal by-laws, policies, and procedures; and (c) any orders or directives of the Director of Parks & Recreation or his/her designate
with respect to this neighbourhood ice rink program.

11. I understand and agree that the City may dismantle the ice rink if it is not properly maintained and / or is
unsafe to use for any reason.

12. I agree to notify the City of any changes to my contact information or if I no longer wish to participate on the neighbourhood team for any reason.

13. I understand and agree that the City may suspend or terminate my participation on the neighbourhood team at any time if the City determines that it is necessary to do so.

14. I understand that my participation in the neighbourhood ice rink program involves risks or hazards, including injury, disability, illness, and death or loss, theft or damage of personal property and I voluntarily
assume and accept all such risks or hazards. By assumption and acceptance of all such risks or hazards, I agree that the City and its elected officials, officers, employees, volunteers, agents, and representatives
(collectively, “Releasees”) will not be liable for any claim, action, cause of action, damages or demand, at law or in equity, whatsoever on account of my participation in the neighbourhood ice rink program.

15. I, and on behalf of my heirs, executors, administrators, successors, assigns, and legal representatives, hereby release and forever discharge the Releasees, regardless of negligence or alleged negligence on the part of the Releasees, of and from any and all manner of action, causes of action, deeds, suits, proceedings, debts, dues, duties, accounts, bonds, covenants, contracts, claims, demands, damages (known or unknown), sums of money, and liabilities whatsoever, at law and in equity, which I ever had, now have or hereafter can, shall or may have against the Releasees arising out of, resulting from, occurring during or are connected in any manner with my participation in the neighbourhood ice rink program.

16. These terms and conditions will enure to the benefit of the Releasees and their respective successors and assigns and will be binding upon me and my heirs, executors, administrators, successors, assigns, and legal representatives. If any provision of these terms and conditions is held by a court of competent jurisdiction to be unenforceable, then the remaining provisions will remain in full force and effect. These terms and conditions are governed by and construed in accordance with the laws of the Province of Ontario and the federal laws of Canada applicable therein.

By signing below, I agree to support the placement of an ice rink in the park. I agree to be a part of this neighbourhood team that will make and maintain the ice rink for community use for the 2023/2024 winter season. I understand and agree to the terms and conditions as set out in this application form.
